Numerous meetings and activities
occurred during the summer of 2000. Most noteworthy was our First Ever
"Almost Free" Golf Tournament/Membership Meeting held at Bayou
Golf Club on June 29,
2000. The tournament attracted 43 teams and 172 players. At the
conclusion of the tournament, Mr. Joe Byrd, Mr. Sonny Tholcken, Mr.
Raymond Guidry and Mr. Leroy Schaper were reelected to the Board for a
two-year term. Mr. Sonny Tholcken was elected President, Mr. Larry
Cunningham Vice President, Mr. Raymond Guidry Treasurer and Mr. Leroy
Schaper Secretary for 2000-2001. CSC/TC continued to be active in the
safety arena with CSC/TC General Manager being named as the
Administrator for the American Society of Safety Engineers (ASSE)
Construction Practice Specialty. This two-year term began with the
meeting of ASSE’s Council on Practices and Standards (COPS) at the
ASSE’s Professional Development Conference (PDC) in Orlando, FL on
June 4-6, 2000. On August 25, 2000 CSC/TC hosted representatives from
Lake Charles, LA and provided input in the design of their upcoming
training center and discussed various aspects of safety services which
could be developed to serve contractors in their area. We continued to
assist other regions in the development of Safety Councils. On September
11, 2000 we hosted representatives from Glaxo Wellcome, located in
Research Triangle Park, NC. CSC/TC explained the benefits of the
Contractor Safety Council concept, services offered by CSC/TC and
provided an organizational model to set up a Contractor Safety Council.
Fall 2000
CSC/TC’s involvement with the
ASSE continued with CSC/TC General Manager attending the COPS meeting in
Chicago, IL on September 28-29, 2000 and the ASSE Leadership Conference
on October 5-7, 2000. In addition, CSC/TC General Manager represented
ASSE and CSC/TC at an OSHA Stakeholders Meeting in Houston, TX on
October 11, 2000 addressing a proposal to develop a confined space in
construction standard. Testimony presented urged OSHA to consider the
American National Standard Institute (ANSI) Z117.1-1999 standard for "Confined
Spaces in Construction" which ASSE developed as the basis for a
new proposed standard.
OSHA’s Houston South Area Office
Director, Mr. Ray Skinner, provided a program on OSHA partnerships for
areas industry and contractors to consider at his quarterly meeting with
the CSC/TC OSHA Committee in October 2000.
CSC/TC
Safety Consulting Services continued to benefit area contractors as CSC/TC
assisted over fifty (50) contractors in safety program development. This
was necessitated due to safety program audits required by BP for
contractors working at their Texas City petrochemical complex. The third
party audits were conducted by National Compliance Management Systems (NCMS).
Training activities conducted
during this period included the 8-hour and 24-hour Hazardous Waste
Operations Training (HAZWOPER) and the OSHA 10-hour General Industry
Training. Our activities with ARSC included development of the Basic
Plus™ Refresher Program and a test question validation project with
Dr. Robert Hodgin of the University of Houston for the Basic Orientation
Plus program.
CSC/TC
Board activities during this period included a review of a proposal by
our architect, Reed and Clements, to expand the size of our Computer
Based Training (CBT) Lab along with maintenance improvements to our
reception area. Bids were received from three contractors with the low
bid submitted by J.W. Kelso. The original low bid was approximately
forty percent (40%) over the architect’s estimate. The Board asked the
contractor to perform a value engineering estimate to reduce the overall
project cost. The contractor reduce their bid from $208,900 to $167,500
for their scope of the work. Estimates were received from additional
contractors to upgrade the HVAC system in the reception area, work
stations for twenty-four (24) additional computers, network expansion
and additional computer hardware. Once all bids and cost estimates were
received, the Board approved $280,000 to complete the project.
