Summer 2000

Our 2000-2001 fiscal year began with CSC/TC hosting the video premiere of "On-Site Safety" on June 6, 2000 at the Doyle Convention Center, Texas City, Texas. Over eighty-five industry representatives were in attendance including the area Director of the OSHA South Houston office. This 93 minute video, which serves as the corner stone for the Basic Plus™ Orientation, was filmed at three Texas City petrochemical plants. It includes nine OSHA training modules covering: Introduction to Petrochemical Safety, Hazard Communication, Personal Protection Equipment, Respiratory Protection, Hearing Conservation, Electrical Safety, Elevated Work, Process Safety Management and General Rules / Emergency Responses. The video features actual testimony of area craftsmen discussing the importance of working safely and following the safety rules and regulations established by OSHA, and our area petrochemical facilities.

CSC/TC continued to be an active member in the Association of Reciprocal Safety Councils (ARSC) with CSC/TC General Manager being elected to the ARSC Board and Executive Committee. CSC/TC continues to be active in the ARSC Curriculum Committee and Audit Committee with CSC/TC Operations Manager serving as Chairperson and Vice Chair on these committees. Mr. Tom Williams of BP was elected as Chairperson of the ARSC Owners Advisory Committee (OAC). ARSC membership increased by the addition of the Tennessee Valley Safety Center, located in Decatur, AL, in June 2000, and membership proposal was received from the South Jersey Chemical Manufacturers Safety Council who were voted into membership in September 2000. This brings ARSC membership to twenty-one (21) Safety Councils.

ARSC members began discussions for the use of a "Common Card" which would list the reciprocal courses as well as the site-specific courses completed at the Safety Council issuing the card. This will require a list of "common guidelines" for the card as well as a data link with all the participating Safety Councils. Four Safety Councils (Houston, Nederland, Baton Rouge and Port Lavaca) have committed to the process. CSC/TC received approval from the Board and User Companies to research the benefits and present a cost proposal and time line to implement. By the spring of 2001, our User Companies agreed in principle to the implementation of the ARSC "Common Card" during the 2001-2002 fiscal year and the CSC/TC approved $12,000 in funds for the initial start-up.
